"It's time for democracy to really involve the people,"

“...governments are instituted among men, deriving their just powers from the consent of the governed; that whenever any form of
governemnt becomes destructive of these ends, it is the right of the people to alter or to abolish it...”

The PLCX (Provisional Local Council of  Xemxija - Malta) is a peaceful, democratic, grassroots voluntary association committed to the return of the Xemxija area to its rightful status as an independent Maltese Local Council and to support Xemxija's future development as a separate, sustainable region.

Democracy is rarely convenient and tidy. Instead, it's a slow and messy miracle. At its heart, it means that people must have a say in how they are governed. They must have a say on the future of their communities. Democracy clearly imposes a responsibility on people. It's their responsibility to understand the choices before them, and it's their responsibility to choose wisely."Dalton McGuinty"
Independent living in our community: the Xemxija Independence Fund

Ask an older person, an adult with a disability, or family members of a child or adult with a disability what they most want for themselves or their family member and the answers will likely be: to be treated with respect and dignity, to live independently at home, and to be able to participate actively in their communities. The Provisional Local Council of Xemxija intends creating the Xemxija Independence Fund to ensure that these strong desires would be a reality for elderly citizens and people of all ages with disabilities in Xemxija. I envision the fund as a resource to stimulate the imagination of our community and to test new ideas and fresh approaches to help elders and people with disabilities enjoy healthy, active, and safe lives at home and in their community, rather than be long-term residents of nursing homes, residential care homes, or hospitals.

OUR CLEAR MESSAGE : STOP HUNTING IN MALTA (Help the Animals)

Recent utterances from Brussels are causing concern among MEPs and those who have long campaigned for a complete stop to hunting and trapping of birds on Malta.
These suggest that the European Commission might to be toning down its stand on spring hunting in Malta.
The Government of Malta is procrastinating as so often in the past and is playing to the hunters? lobby which both main parties see as a safe source of votes. This is why the subject of derogation for spring shooting of Turtle Dove and Quail is once again being discussed.
This is not the strong line that we have been campaigning for over the past few years and not what many EU citizens (and many others worldwide) expected after Malta's accession to the EU.
We must resist any policy of appeasement and continue to lobby the EU to take a firm stance on implementation of European legislation.

No to the Mistra Village Monstruosity
Xemxija is hurtling toward the construction of a multi-million residential complex in the Mistra area. But the people of Xemxija seem to have little say in this enormous and monstrous project. The approval process is on something beyond a fast track - it's more like a runaway train. And it's time to pull on the brakes.
The authorities refuse to heed the cries of the Xemxija citizens who feel unjustly treated.
There is already an air of inevitability surrounding the project, and pitifully few opportunities for genuine public input. The City Council has the power to approve a rezoning of the area - and rezoning is critical for the right kind of redevelopment. The Council could put limits on density to prevent overbuilding, but the Council prefers at this stage to keep a low profile. Opponents of construction have, inevitably, threatened legal action. But this is the kind of project that should be decided by the political process, not the courts. In the end, the only people who can stop this train are at the state level. Taking a firm stand on the Mistra Project would be a good way to begin letting in some light.

Decision on tuna penning should be declared null and void

It is scandalous that there has been no official reaction from the government on the recent Planning Authority decision to allow more tuna pens in an area off St. Paul’s Bay.

The decision to grant permission was taken after the PA Board took a vote to decide whether the applicant had acted illegally. The PA acted beyond its powers when it took a decision on a legal matter, and the vote was totally out of order especially since the PA’s own lawyer had just advised the Board that the applicant had, in fact, acted illegally.

The Prime Minister must set up a team to investigate the PA’s decision.

There is no doubt that the decision should be reversed because the PA ignored the law; but the government should also take into consideration that fact that the credibility of the PA has been completely undermined.

To add insult to injury the decision will prove to have long term detrimental economic impacts on the economy as the type of ‘farming’ that is being conducted is unsustainable as it involved catching thousands of small tuna just when these are breeding. This depletes the tuna fish stock, which will mean that the tuna penning business will only have a short life span.

The tuna are fed fish from the wild, further depleting marine stocks and tuna ‘farms’ are also responsible for creating huge volumes of waste and disease that often spreads to other marine life.

It is high time that an environmentalist is appointed to the PA Board so that environment considerations are given a fair hearing.
